Benazir Taleemi Wazaif is a Conditional Cash Transfer (CCT) Programme designed to support the education of children belonging to active BISP Kafalat beneficiary families, up to the higher secondary level. Through financial incentives, the programme encourages school enrollment and retention, aiming to reduce dropout rates across the country.

Background
The programme was launched as a pilot in November 2012 in five districts.
It expanded to 32 districts by 2015, 50 districts by 2018, and 100 districts by January 2020. Finally, as of July 2020, it has been rolled out in all districts of Pakistan.

Key Processes
1. Micro Supply Capacity Assessment (MSCA)
BISP collects data from provincial departments to assess the availability of enrollment capacity infrastructure accessibility and catchment areas of public and private schools. Private school assessments are based on beneficiary identification at the time of enrollment.
2. Social Mobilization
BISP field teams conduct awareness campaigns in communities, encouraging beneficiaries to enroll their children. They also follow up on non-compliant cases and conduct large-scale mobilization during school closures or vacations.
3. Registration and Enrollment
Post SCA, families are invited to nearby registration centers. A wide public information campaign supports this effort.
Eligible children (4 to 12 years for primary, 8 to 18 for secondary, and 13 to 22 for higher secondary) are enrolled upon successful registration.
4. Admission and Attendance Compliance
Cash transfers are conditional on compliance with admission and 70% school attendance. Non compliance can result in suspension from the programme.

Co Responsibilities

Admission: Verified once at the time of enrollment. First payment is made upon admission.

Attendance: Child must maintain at least 70% attendance per quarter to receive benefits from the second quarter onward.
